No, Movies have not been are since the early 1970's.
There is nothing artish about modern Hollywood and it's never ending quest for the next block buster. Seriously, the artists are gone, now you have some techno-dweebs running CGI software crafting scenery, characters, and special effects in the same manor as cheap textiles are thrown together.
Bring back Ray Harryhausen who's hands sculpted King Kong's every move. Bring back Orson Welles who's creative us of shadow and perspective made Citizen Kane. Bring back Hitchcock, who's use of ICE WATER brought true horror to Psycho. THAT IS ART.
Today it's fart, just squeeze it out as fast as you can and who cares if it stinks.

Although movies can be works of art, not all of them are. I think that movies are generally considered to serve more of an entertainment purpose than a "visual art" purpose.
