Yes by using ICS (internet connection sharing). But you will still need to buy a network cable and the laptop receiving the internet will need a second network card or PCMCIA.
This will probably cost you more than buying a wireless router which depending on your laptop will give you the capacity to go wireless!

If both computers are running Windows XP you could enable ICS (Internet Connection Sharing) where one computer shares the internet connection and “acts” as a router for the other. You would, however, need a secondary NIC for the first computer on this setup.

Routers are fairly cheap and a decent one on sale should not cost more than $40. Try shopping around to see if you can find a decent deal.

If you're not using a hub, switch, or router to connect the two PCs, you need to use a cross-over cable.

no... your best bet would be to get a wireless router... Unless your neighbors have one, maybe you could tap into theirs.
