I'm a guy who wants to know the difference between loose fit boot cut jeans and slim cut boot cut jeans ? Does it mean tight or loose around the legs? Or does it means tight or loose around the waist?

The "tight" or "loose" refers to the fit in the thigh area. The waist size shouldn't change much.

i am pretty sure it means tight or loose around the legs, idk, u would have to try them on and see for urself.
