Go as a Pimp with your "hose"

carry a clipboard and pen
or a notebook and pen
wear glasses on a chain around your neck
or carry a magnifying glass and keep looking through it
wear a sick-on name tag (which you can make and pin on)
that says "official..." or "judge so-and-so"
wear a fedora (if you're going as a man)
and other "official judge" clothes
--and be a
COSTUME JUDGE or
COSTUME INSPECTOR
maybe have a sheet of stick-on little gold stars to put on people whose costume is good enough to "make the finals"
have fun!

If you can make your hair look dirty or look like its a mullet, cut a slit in the bottom of a plastic white trash bag, pull it down over your shoulders (wear whatever you want underneath) and you are now "White Trash". You can even blacken some of your teeth, put on some ugly tattoos and have fun!

Halloween is a night to dress up as what you are not. If you are a girl, go as a boy (man). If you are a boy dress as a girl, either way, use lots of make up, and clothes that don't fit.

go as a zombie. some old clothes that are short in the arms and legs , a few torn areas and some talc to create that deathly palour, plus add some black make up around the eyes and you will be a dead cert winner

Seriously -- when we were little and money was really tight -- we went to my grandmother's for Halloween -- and went trick-or-treating. We dressed up like we usually wood (just took along little suitcases or backpack) and when asked, we said we were masquerading as :
TOURISTS!

One year I took my nephew out, and I bought those pumpkin lawn bags....very cheap. I cut some holes in the big one and wore it with a black shirt and tights. Add some face make-up.

Put on a black eye and pin a giant "P" on your shirt -- you're a "black-eyed pea"....sorry, I know it's corny but someone suggested I do it when I was asking for costume ideas.
