They do not want to appear to discriminate as well those companies need to comply with federal standards because the banks are backed and regulated by them. As well some ATM locations are by foot traffic access only, so of course the blind not driving.

Well hopefully it's not there for the blind drivers who need to bank!
But....it could be there for blind persons, who have been driven there...right???
