Would it be okay if I decided to make the first move to approach a man in this situation?

Very recently, I met this young man whom I thought was a student at the college I go to. Later, I learned that he's a math professor. He was in the library, talking to someone, when my counselor saw him and asked him to come into his office. I was there too, seeking advice and talking with him about my current life. I told the young professor that he looked like he was 20-something, since I couldn't believe he was 34, then he said "Thank you..." Then they went on and talked...until my counselor got a little busy; another young lady came in, and the young professor was still standing there...I had to leave after my friend called me...The other day, my counselor told me that young math professor would be willing to help if I have any many math problems, and that he said that I was cute, too. I wonder if I could email him and ask him to tutor me.Actually, I was having some struggle with my math hw

Sure... ask him to tutor you! Why not? If it leads to more, then that will be fine. But let it progress naturally, don't push.

I think it is a bad idea to have relationship with someone who has a fiduciary duty (regardless of whether both of you are adults) to you, since the abuse of power can occur easily. I think it would also be more beneficial for you if you get a math tutor whom you don't fancy, so you won't be distracted during the tutoring sessions.

First, it's unethical for him to make a comment like that to you, no matter what he thinks, because he's supposed to be professional and not cross boundaries.
Maybe you should wait until you finish school and then catch up to him.
Find someone else to tutor you or you'll fail at what you're doing because your head is in the clouds...therefore for something unattainable.

i find it odd that you would include the comment "and that he said that i was cute too." -- asking for trouble if you consider any sort of assistence from this professor don't you think?
its like crossing the line before you actually cross it... the onus would be on you if anything out of the ordinary should occur...
find another tutor... save you all from pending misery ..

it will give you an a in math but if your not discreet he could lose his job but i say go for it lol
