Sure does. The amount of matter converted to energy by a nuke is minute -- the bulk of the uranium or plutonium is vaporized and scattered. In a ground burst, some of the soil is heavily irradiated and becomes radioactive, too. Either way, you've got a lot of radioactive gunk in the atmosphere after a blast -- and if it was a plutonium bomb, the plutonium is chemically poisonous too.
