If it's dark enough for park lights then it's dark enough for headlights.

At times, it is not dark enough that you need headlights to see where you're going, but it is dark enough that others may not see you coming right away. A thick cloud cover making a gray day is an example of this. Why waste the life of the headlights (which is much shorter than the parking lights), when all you need is to be seen; in which case, the parking lights will suffice just fine.

Even during the day, having your lights on makes you more visible and therefore other cars will be able to see you better and avoid hitting you. For whatever reason, I suppose they want to be more visible, but not turn on the headlights.
(My understanding is that, in the area where I live, driving with the park lights but not headlights is not allowed. It's headlights or nothing.)

What are park lights?

Lets see....headlights, high-beams, reverse lights, fog lights, turn signals, brake lights....

I have seen some parks that have lights for late night baseball games or football games.

The only lights that are involved in parking are the brake lights or maybe the lights in the back that turn on when you're in reverse. Since you cant drive forward when in reverse or by using breaks instead of the gas pedal, I know these aren't the lights of which you speak.

Most people don't drive with their parking lights on persay,automobile makers have made cars now with their parking lights on or as they call them"daytime running lights"A number of accidents have occured when one car pulls out in front of another car during the daytime and have said they didn't see the other car.By having the "daytime running lights" the car industry hoped to cut down on the amount of those accidents.Also during rain when your vision is limited "daytime running lights" also help other drivers see oncoming cars.Having a car or truck that has these lights also saves you money on your insurance.

Often that is not true, as I drive routinely if on highways with parking lights on in the daytime as well. They use less energy than your headlights, so less wear and tare. Many idiots driving have no common sense anyway, and no respect for you, it's you or them and the king of the road. My question is why so many stupid people drive large gas sucking SUVs, with one or two at the most people in them, cell phones blazzing and God help you if you get in their way. I guess women love them so much as if makes them feel powerful pushing a man in his car, with running fog lights, intentionally blinding people is cars to get their kicks! The world is full of stupid jerks, don't you agree?

Because it makes them more visible, with out using they're headlights. Some people use both all the time day & night for the same reason.

The newer cars have lights that go on when the car is in motion .
Some States require you to turn on your lights when it is raining also.
These lights are called Daytime running lights .

at dusk headlights don't do anything & parking lights are sufficient for someone to see the vehicle.

if its not dark, but maybe just a little overcast, or the sun is just starting to set, then you dont need headlights, just parking lights as a precaution.
