Although Ella is (as Jazz said) more "swing", I would definately put Billy Holiday into that category.

Of the new breed, I think Christine Aguilera will prove to have the same soul and depth as Ella.
Karen Carpenter had the same soulfulness, and the same cry in her voice that could make a grown man weep from just listening.
Bette Midler also can give you that "smoking 3 packs a day, feel the pain" rasp and fullness to her voice.
