An email address itself doesn't have a location. It can have a IP address it was sent from, however, the address itself doesn't have a location.

If this is a good email address Yahoo will thave the information of the user. If you are having problems with the person using this email address send an email to "abuse@yahoo.com" and explain the problem.

You will have to open up the header of the email, get the isp number, then put it in a search engine. It will tell you who the isp is..But not the person's state or city.
