Essentially, Parliament refused to give Charles the money he needed to conduct the wars he wanted to fight. Charles chose to collect taxes without authority of Parliament, who responded by opposing him openly. There were also religious disputes, as Parliament felt (justifiably), that Charles was moving the nation closer to Catholicism.
