Whipping cream is a solutions containing 2 phases of matter.... the liquid cream ... and the gas (Nitrous oxide)

You know, I'd have to say liquid AND solid. The fat in the cream is solid, it collects when you "whip" the cream, and if you let it set a while, the water separates from the fat and you have liquid AND solid from the same stuff.

It is still a liquid until it's WHIPPED then maybe it's something else.
