Multiply the first equation by 3, and the second one by 2. Then you have

6x+9y=27
6x+8y=24

Now subtract the second equation from the first, and you get

y=3

so x=0.

add a multiple of equation 1 to equation 2 that eliminates the x variable is the tactic.

-3 Eq 1: -6x -9y = -27
2 Eq 2: 6x + 8y = 24

-y = -3
y = 3
