I think a water conditioner removes free ions from your drinking water. You could use the exact same test strips as a swimming pool. Water should have a perfect pH of 7.0, and chlorine should be at a minimum. The instant litmus papers are the easiest to use and read, but they're more expensive.

If your using a softener, and the salt level is not going down, then you have a sure problem.
Media in filtration equipment only lasts 2 to 5 years with normal use on whole house systems.
Call a water treatment specialist, like Culligan or Eco
