Is it true that prisoners in Calif. only serve 1/2 of their sentences and only 1/3 beginning in 1/07?

I have heard that if you are sentenced in calif. because of overcrowding you only serve 1/2 time on your prison sentence and beginning in 2007 it will be reduced to 1/3. Where can I find information on this.

I depends upon the crime. Drug offenses, etc get shorter time. Murder, etc is more likely to be longer.
