Without numbers, you can't have measurements - you can't measure time, distance, weight, volume, etc. You couldn't:
* have a calendar - a necessity for even basic agriculture.
* build complex buildings (a necessity for any architecture)
* assess property accurately (a foundation for commerce)
* create money systems (another foundation for commerce).
