It is shocked but that is probably ok ... It is also Fall and Oaks are supposed to loose their leaves now. It can actually be a good thing as the tree will devote its energies to root production instead of leaf production.

I would check with your nursery about feeding it. I think you are suppose to wait until it gets established and it is getting ready to "sleep" for the winter so you don't want to stimulate growth. I agree it's probably in shock. Keep it watered up until the ground freezes. It needs a good soaking once per week (equivalent to 1 in of rain).

You really don't need root stimulator,but you need a hormone which can stimulate the foliage.Check with the Cyanamid and other companies those who manufacturers hormones.
