You have to become a legal citizen on US territory in order to marry in a state that belongs to the US.

Yes you can get married in any state in America, you need to go to the local/area and get a marriage certificate. They may require you to have a blood test, but you can check that out at the web site!

I am a UK citizen and i was married in Hawaii with no issues what so ever..have a great wedding!

Yes, you probably can get married in NY state. If the individual is getting married to a US citizen then it should be that much easier.You did not give much information on the other party. There is such a thing as a fiance visa (90 day) In other words, you have 90 days to get married once the party comes to the USA. Good Luck
