Dont feed it as much. And if you have like a tree in there or something thats old then throw it out. I had the same problem i put too much food in there and it got dirtier and then I had a tree in there and I put less food and it was still there. Then I took out the tree and cleaned it out and it was really clean. So you might want to try that.

even if you have a filter you should still do partial water changes, preferably siphoning the bottom of the tank, to remove solid fish waste, roting food, and any other debris. this is harder in smaller tanks but i siphon 25-33% of my 2.5 gallon tank.

if the water is getting cloudy despite water changes, you might be having a little flourish of "good" bacteria (biological filter bacteria). if you have a biological filter cartridge in your filter (a plastic sponge material that the good bacteria use as a substrate to build colonies on), you could rinse it out a little (don't over-do it) and/or you could add a water clarifier like Aquarium Pharmaceuticals' Accu-Clear.

if your water appears dirty from algae (green or brown), you can scrape the tank walls with a razor blade and let the filter pick it up (you'll have to change the filter cartridge sooner), add a little AlgaeClear, or get an algae eating fish (they eat hair/fuzz algaes but not spot algaes; they also produce a LOT more waste).

I had the exct same problem. It was because i was over-feeding him. Drop 4 -5 pieces a day and that will keep the water looking clean.

if you just have the one betta in there, you are probably over feeding it, bring the water down a little, wipe the inside of it, fill with fresh water, and feed very little, like one or 2 pieces a day.

Bettas should only be fed a few pellets a day, if you are feeding him more then that then thats why it keeps getting dirty so fast.
