Humans use tools. All development of society and state are due completely to the use of tools. There are social animals which get together for hunting, food, protection, etc. We are not the only social animal. Our intelligence, what seperates us from other animals, is in making tools.

Many species are "social", including humans. One telling trait is common but to two species only, that being that felines and humans are the only species that are known to kill for pleasure.

There is much we can learn from other animals. Consider the things we can learn from a dog:

Never pass up the opportunity to go for a joyride.

Allow the experience of fresh air and the wind in your face to be pure ecstasy.

When loved ones come home always run to greet them.

When in it's your best interest, practice obedience.

Let others know when they've invaded your territory.

Take naps and stretch before rising.

Run, romp and play daily.

Eat with gusto and enthusiasm. Stop when you've had enough.

Be loyal.

Never pretend to be something you're not.

If what you want lies buried, dig until you find it.

When someone is having a bad day, be silent, but stay close.

Thrive on attention and let people touch you.

Never bite when a simple growl will do.

On warm days, stop to lie with your back on the grass.

On hot days, drink lots of water and lie in the shade.

When you're happy, dance and wag your entire body.

No matter how often you're scolded, don't buy into the guilt thing and pout ..... run right back and make firends.

So, I say it's too bad the dogs aren't running in the upcoming elections. Taking into account their philosophy, as evidenced by the behavior exhibited above, they could run the American State much better than those now charged with that duty, or any of the near "hopefuls" as well.

I know this is not what the question asked, as "state goes with humans". But this is the only thing I could come up with "as animals go with". Sorry. I don't think I can answer that.

A pride of lions or a herd of antelopes is the animal version of a state. We do the same, but we build houses and wear clothes. And we're more territorial than any other animal. Most animals can be coerced to give up their territory, but we like to keep ours for generations and centuries. Why? Because we built houses there.

think about the universe; we are part of it. thinking and implementing the process is the nature of humans. so we do.
