you can try feeding you betta once a day. he should be ok. I wouldnt put a snail in with him, he could snap at it and then, no snail. for sure you should clean the bowl once a week and do a 100% water change. also after you feed your betta, remove any uneaten food if possible.

If you have a light, turn it on for at most 8 hours...this'll cut back on the algae part. You may be overfeeding. Only feed your betta 1 to 3 pellets every other day. You can install an undergravel filter...making one is easy too...get a piece of perforated thick plastic pipe (1 inch diameter), airstone, air tube, and a pump...lay the plastic down with the gravel on top, put the tube through the pipe, connect the airstone to the tubing, put the stone in the pipe and attached the air-tubing to the pump...then turn the pump on...if this is too confusing...ask your pet shop or get a bigger setup with a regular filter
If you don't want to use an undergravel filter, you can try a sponge filter, instead. <--highly recommended! Good luck.

Get a tank with a filter. I have mine in a 5.5 tank and clean his tank out every 2 weeks to a month.

You can get a new tank for under $10

it surprises me that it gets dirty so often, the only reason for this would be overfeeding....bring down the water a little, wipe down the inside of the bowl and ad fresh water, feed only once a day, one or 2 of their little "bites". if there are other fish in there, you'll need a bigger bowl, or tank.
