A) If you could, I agree with the GTO guy. They're nasty, and it sucks that GM didn't do a better job marketing that car. There's a great aftermarket for it, but GM never acknoweldged it, whereas EVERYONE knows how easy it is to juice a Mustang.
I digress...B) you can start with things like an intake, and exhaust, a new computer program and a throttle body. With air-flow improving this much, you'll prbably want to consider a higher flow fuel pump, or maybe injectors. There's also a newer turbo on the market that actually mounts in the back of the car by the mufflers. It produces a good amount of power from what I've seen, but I don't know how many models they've made this for. I've definitely seen it on GM products before though, even the GTO. Look into it.
and finally, C) leave it be for now. Save your money and drive your car. Take car of her and hang on to it for awhile. Consider grabbing one of these GTOs, even if it's a few years from now. They took one in Road and Track or something like that, and ran a comparison of how each one would do with some serious upgrades. More Bang For The Buck I think the article was called, and the GTO produced the most power with the least amount of money. Something like $70k for the entire car and all of it's upgrades got it to like 800hp and a 200mph standing mile time. That's pretty steep compared to a $500 throttle body, but it's hella fast.

That's a very broad question. It depends on whether you want top speed, accelleration, handling, etc. It also depends on how invasive or how much money you want to spend. My first choice would be a K&N Cold air intake and/or an ECU tuner.
