There are a couple different ways to make paper mache glue:

OPTION 1: 3/4 white glue to 1/4 water (or if using a good, thick glue, like elmers you can do 1/2 and 1/2)

OPTION 2: COOK METHOD: 1 part flour to 5 parts water... boil about 3 minutes and let cool

OPTION 3: 1 part flour to 1 part water. Stir together.

However, if you live somewhere very humid, add less water (up to 1/4 less) to make a suitable glue.

Paper mache glue: Make a thin paste of flour and water. Cut paper or paper towels into small pieces and soak in mixture. Blow up a balloon or condum (works best as large opening) fill with goodies encase in paper mache. Allow to dry. Cut small slit deflate and remove balloon. Make what ever animal or object. Paint and/or decorate. Viola pinata

Modge Podge glue.

Also, you can take elmers glue and put water in it to water it down. It works just as well

Make sure you have a frame if you are doing a pinata. Like a balloon or a cereal box.

You can make a paste out of flour and water for that, but it needs to be thin so it goes on the paper strips more easily.
