My $15,000.00 settlement netted me $962 after medical expences and attorney fees. Is this typical?

Normally an attorney will tell you that if we settle out of court then it will be X% but if we go to court it will be X% higher and it is in writing BUT then they start Investigative fees and Court cost and a bunch of other cost and you wind up with the short end of the stick. You might have been better off going with pain and suffering, medical and attorneys fees.

Typical, no, but it does happen. However, there are some nice attorneys out there, who will not let their cut be higher than their client's. Sounds like you got the other kind of attorney. Some attorneys can also call medical providers and ask them to write off some of the outstanding balances or reduce their bills. Was $15,000 the policy limit of the policy (maximum you could get)?
