Particle size determines whether it is sand, clay, or silt. Smaller particles can be dissolved in water, while suspended solids will settle out if there is no movement in the water. I am sure that sand could be suspended for a while but it would settle out if the water was still.

I do not think so. If left to settle the sand will sink to the bottom and not be in suspension anymore.
