If the Confederate Flag is incorporated into a state flag, then it should be allowed. The Confederate Flag on it's own is not a symbol of any existant entity, and although it should be allowed to be flown, it has no place under the Stars and Stripes.
The exception to this is a Civil War Battlefield Site, or other Civil War Historical Site. But then it should be flown under a correct representation of the Stars and Stripes to reflect the United States at the time of the war.
Personally, I have lived in Mississippi for 19 years, and still do not get how a piece of cloth is a threat to anyone. People of the southern United States are proud of their Confederate heritage (yes, even some people of color)(there, is that "correct" enough?). What's the big deal? The war has been over for 141 years! Reconstruction is supposed to have been over for about 136 years. When are we going to stop trying to rewrite history, and just learn from it and go on?
But to answer your question, unless it is a state flag, no. But as long as it is not flown on the same flagpole, and at a lower level than the national ensign, it is not any more incorrect to fly a rebel flag than it is to fly some of these inane ones with flowers on them.

As long as the proper flag rules of display of the Stars and Stripes is adhered to, why not? Better check Arlington. There are confederates buried there as well. They were southern, but still Americans, and still are.

Fly it and fly it proudly!! Those narrow minded people who think it's offensive don't know much about history.It's not a race thing it's a heritage thing. People tend to forget it was a white man who abolished slavery and it was the blacks who started trading each other.
