Whoever invented it didn't apparently get a copyright or patent, so thus it's public domain (until any other gods sue that they really invented it and have the papers SOMEwhere).

Therefore, it is public domain.

But, just like any other public domain, access to creation can be restricted and you can charge for that.

I would guess technically the oldest religion has the God that owns creation. This is probably Zoroastrianism.
