I remove mine, (easy to do), fill my bathtub with water and add Chlorox. I wait about thirty minutes and the blinds come out spotless. Just make sure you lay them on something to dry first before rehanging them or the Chlorox can cause spots on the carpet. It is much easier to remove them rather than trying to clean them by hand.

I'm frustrated with cleaning my mini blinds too. No matter how careful I am, one of the slats ends up with a crease. I tried the bathtub thing but it didn't get them clean enough. Just took off the top layer of dust but not the stickiness.
I've tried taking them out on the patio, opening them all the way up and cleaning each slat with a hard surface behind it. So far, this is the best idea. But I still end up with a new crease somewhere no matter what.
I've been thinking about throwing mine into the swimming pool for a few hours. The chlorine should clean them, right?
My blinds are 72 inches long (about $100 each plus tax) and I have eighteen windows. Replacing blinds can be a major expense. It's not the easy and obvious solution that some of the previous responses have indicated. Maybe just replace them one or two at a time and not all at once.

I take mine down, put em in the tub with hot soapy water and swish the water around them, I use a soft bristel scrub bush to get the dirt off, sometimes I spay em with simple green but the hot soapy water usually works well. Then I use the hand held shower head to rinse them.. let em sit in the tub to drain for a bit, then hang em up and open them so they can finish drying. I have been known to drape them over the privacy fence and hit em with the hose in the summer. :) good luck

If they are vinyl, take them down and wash them with warm soapy water in your bathtub. I don't understand yours tearing, if they are some type of paper there probably no good way to clean them.

I take them in my backyard and hang them from 2 nails on a tree, I take a soft long handle brush with some liquid soap and bleach and clean them, then I hose them down and let them dry in the sun for a few hours, they come out and smell nice. A lot of people wash them in the bathtub, but then where do you hang them to dry?

I put them in the tub or take them outside and use the hose and a scrub brush on nice days. Its still a pain but it beats trying to clean them while they're hanging.

Used dryer sheets. They are the best. Trust me I thought it was weird at first, but it really helps. Good luck

They shouldnt tear just by cleaning with a paper towel,
maybe they are too old and its time to replace them.
