From about the thirties on. The bulk of the influx came from Mexico naturally from the border. Afterwards, to about the height of the thing, 40's and 50's the U.S. worked it so one of it's conquered dominions, Puerto Rico, sent people to the U.S. to work at a variety of low end, menial labor who had no way of getting back. This is only coming out now. Most became involved in organized crime which naturally led back to the intelligence community particularly to about the fall of Cuba. Having outlived their usefulness, they were encouraged to migrate back to the island. The Cubans remained because of intelligence and criminal interests therefore having more connections and profile height. ( The Bay of Pigs, Cocaine Trafficking, etc. ) The Mexicans remained because of criminal interests, vendettas in their home country, multiple loyalties to a number of pro or anti American governments ( for pay ) and are there to this day. Washington being so far away and the wild and wooly west so vastly corrupt, a light hand was kept in those areas clear to the Florida peninsula, generally. Today they're pretty much the same but mostly criminally interested working through extensive networks of collusion and conspiracy with the nil cover ( from the U.S. gov't. ) of ' poor aliens only wanting to work ' while at the same time playing some negligible veneer of bolstering national security in those areas. Very convoluted. Very religious too. Huge graphics of Catholic Icons on vehicles or any flat surface. Was there anything else you wanted to know? Hope this helps.

They've always been here. Look at the names of the cities around the Mexican border, Los Angeles, San Diego, San Jose, San Bernadino. Those are all Spanish names.
