I don't think states have a Sec. of Defense. So I think you would have to defer to the Fed. so that would be Rumsfeld.

The state of Louisiana does not have a Secretary of Defense.

States don't have secretaries of Defense. That is only a federal thing. Secretaries of Defense deal with foreign threats to the United States, no matter where they happen in the United States. Therefore, any 'defense threat' that happens anywhere in the U.S. is handled by the Secretary of Defense in Washington.
