The U.S. may be a target and may need to have its guard up at all times, but "a ditting duck is as a sitting duck does", and I don't think the U.S. does "sitting duck" when it comes to nuclear war.
Just a note about believing your country is a sitting duck: Before any sports events do coaches go into the locker rooms and tell the teams that they're sitting ducks very often? Anyone who has a stake in the United States should consider the idea that sometimes any chain is only as strong as its weakest link, and if too many "links" begin to lose enough faith in the "chain" to begin thinking in a hopeless, "sitting-duck" mentality, it could be possible for too many links to become too weak; and the result in a democracy could be weak policy made by weak people.
When people believe they are hopeless sitting ducks they become fearful and defeated and allow those damaging emotions to create a self-fulfilling prophecy. People and nations can't always be afraid of who they make "mad" or worry that nuclear war will break out if someone is mad. One of the most effective tools abusive husbands have is to make their spouses worry about not making them "mad". That's how abusive husbands keep the power and make sure their wives don't have any.
People may make a big stink about a phone company sharing people's information. There is all kinds of talk about our rights and freedom. Believing that if a nation makes other nations "mad" has to make that nation a "sitting duck" is pretty much buying into the mentality that the U.S. should act like a battered wife and shut-up and let everyone else have the power. Its only when a person or a nation loses its power that it becomes a "sitting duck".

No. All concerned agencies (ie. CIA, FBI, NSA, Local Law Enforcement Agencies, inlcuding the spy satellite, etc.) are working round the clock to ensure the US, its citizens and its interest world wide are safe.
