could be one of a couple of things
1 - a bit of paper or something (pen. paper clip) is stuck in it, just turn it upside down and give it a shake or get a torch and have a good look down the throat of the thing.
2 - when you switch on the printer it cleans the print heads, it does this by using a little of the ink and this waste ink is then dumped onto a bit of blotting type paper in the printer, when this paper gets used up and unable to absorb anymore it will give an error, I'm afraid the only way around this is a visit to a Epson dealer to have the paper replaced

Do this carefully with you hands away from the printer.
Open up the printer as if you are going to change a cartridge.
Press start and watch it try to go across and back again a few times.
The noise will stop where the carriage stops.
This is where the obstruction is.
Unplug the power and remove as much plastic as you are allowed to.
Inspect and look for the cause under or around the ink carriage.

Sounds like a issue...
Check inside the printer for obstructions, failing that goto epson's web site and find a epson service centre near you. If it is still in warranty they will repair / replace.
There are no user serviceable parts in epson printers.
