Not always. Some who write long/complex prose are smarter, while some are just bombastic. Some who write short prose are smarter and more able to be more precise with their words, while others simply have stunted vocabularies.

Writers who write complex prose may be better technical writers, but that doesn't guarantee brains. I've found a lot of times (especially in my philosophy class) that they only want to *appear* smart or intimidating; so they wrap their relatively simple idea in complex prose and convoluted syntax.

As for the other half of the question, well that's a matter of taste. The most important thing (to me) is to make sure that there's a balance. It doesn't matter how fancy you say something if what you say is meaningless, and it doesn't matter how interesting your subject is if it's not presented in a thoughtful, rational way.

yes, specially using symbols.
I myself write complex prose. Sometimes no person understand what I want to say because I only know the keys of the text. I know what I mean for myself. But you may enjoy the writting as a peice of writing
As T.S.Eliot says: "poetry is not written to be understood but to be communicated", so is prose.

to tell you have to analyze the text. if its just a load of nonsense garbled together to sound good, then no. if its very thoughtful and well said, then yes.
