I don't think there is a particular reason for it being red, it's just part of the animals look (or a way to classify different species of baboon) and when a female baboon is ready to mate, it turns a brighter shade of red... Btw, the area is hairless (and hardened) for the baboons sitting comfort.

because as baby's they are ritually forced into sitting on thorns, I don't know!
