state has a rolling admission basis. what does that mean?

Rolling admissions means that they look at the application as soon as it is complete and will decide whether to admit you based upon criterion's they have set.

The other way is to wait for the deadline and look at all the applications and decide comparatively which applicants they want to admit. I'm sure there is a minimum criterion set also.

In a rolling admissions it is a good idea to get your application completed as soon as possible because they also have a target number of students that they will admit. If they have a large number of quality applicants that year and at the end of the process, they are near their target, it becomes ever more competitive to get admitted.

"Rolling admissions" mean there are no deadlines in applying. Some colleges require you to have your application in by such n' such date in order to be reviewed. In one with rolling admissions, you can apply whenever---although obviously you couldn't apply for the Spring 2007 semester in 2008 (or anything weird like that). Basically its an invitation to join the University whenever it crosses your mind.
