I did that costume when I was a high school freshman. Get a cheesy formal gown from a friend or thrift store. Buy some roses and let them wilt or talk a florist into giving you already wilted flowers, which they're happy to do. Get a tiara a trash it. Wear a white based foundation, wear Courtney Love style messed up make up. All this should cost $10 max if you look in the right places.

First...go to the thrift store and buy an old formal gown....
Use whitish/blue make up to put all over your skin so you'll look dead.
you can add gunshot wounds, stabs, etc with fake blood. Maybe tear some places in the dress.
tease your hair and make it look very messy.
make the area around your eyes dark.

Try going to a thrift store or consignment shop... there's bound to be somebody's old prom dress there. Other than that, just make your make-up look like a total wreck, and you're good to go...
