How do I qualify?
Each month eBay automatically sends email invitations to qualified sellers. To qualify, members must:

You have to maintain positive feedback and sell many items within their limit bracket. There are 3 levels, bronze, silver and gold. This may have to keep up the pace month after month until they send you an invitation to become a power seller. If the pace slows down, it may and can prevent you from getting ahead so you do have to keep the sales and the + feedback up to par.

its actually based on dollar transaction amount not on the number of auctions. I got offered the option the first time i had two months in a row with a list 1000 bucks in transactions. you have to maintain that level though or you lose it.
