If the kick falls short of the goalline in the field of play, doesn't roll dead or out of bounds, the defensive team may pick it up and attempt to run with it. Once the ball crosses the plane of the goalline, it automatically becomes dead.

A field goal attempt can be run back when:
1) The try has not crossed the goal line of the defending team;
2) The try has not crossed into out of bounds;
3) The attempting team has not downed the ball.

it can be run back any time you obtain it before it crossed over the goal line or out of bounds... generally if it is blocked is the only time it may be run back, but if its a bad kick and falls way short of the goal line even, it may also be run back in high school.

If you miss the field goal, the play is over, and the other team gets posession of the ball.
The other team will start at the 20 yard line.
