Does it open and close? If so the power and drive are good. You will need to uninstall any CD burning software and then edit the registry...but back it up first.
here is what you need to look for;
Uninstall burning software (if any) and back up the reg, then do the following in regedit:
HKEY_LOCAL_MACHINE\SYSTEM\
ControlSet001\
Control\Class\
{4D36E965-E325-11CE-BF
C1-08002BE10318}
- delete "upperfilters"
- delete "lowerfilters"

Go to the device manager and uninstall the Cd/DVD drives by right clicking on the offending drives. Then reboot the computer, this reloads the drivers. They may have become corrupt.

put a music cd in the cd-rom if that play then the cd rom is fine if not then your need a new one clean the cd-rom driver cd

You may need to change the cable that connects your cd rom to the hard drive that one that says "slave" , If changing the cable doesn´t help then you may need to change the entire device (CD-Rom).

Do they appear in the MY COMPUTER window? If not, the cable might have fallen out inside the comptuer tower.
Also, right click the MY COMPTUER ICON, and go to "MANAGE" and then go to DISK MANAGEMENT and check to see if the CD-ROM drive(s) are located in there... then you know if they have actually fallen out or not.

you may need to clean them out really good....then try restarting the computer....if the computer is old, you may need to replace the cd drive....if its new, try contacting the manufacturer if you have any kind of warranty.

sounds like your hard drive is going out...it's about $120 to replace for the drive and labor.
