the people or the government?

the government was run by militarists who'd had the idea of an attack on America for many years. the perspective was the desire for regional dominance.

the people were under the control of a right-wing military government flush with success in China over 7 or 8 years and now much of South East Asia. many were still peasants.

They were terrified that American Imperialistic thinking was going to choke them off from badly needed raw materials. They were afraid that our movement into the Asian theater was a prelude toward the ultimate overthrow of Japan and its diminishing as a power.

They were the land of the rising sun. The emperor was the descendant of the god of the sun and the Japanese were the chosen people of the sun god and being as such were the chosen people to rule over everything because they were superior people.

They had to destroy our ships, and control the Pacific in order for them to have victory.
We had stopped selling them iron and/or oil, which they had to have in order to fight.
