I'd imagine as a soldier he has signed away his right to sue for mental anguish.

No, he cannot sue.

He has access to veteran's benefits, however, and should attempt to use those. Isn't mental anguish pretty much normal for anyone serving in a war?

I'd recommend suing Bush and Rumsfeld for sending you over on false pretenses. They've got deeper pockets and haven't been torn up by a civil war.
