Go to the computer that they're using open Internet Explorer and hit Alt + H to view the history.

I'd use a good desktop security program. Allow them access to the internet, but block their ability to access/modify the internet settings. This would prevent them from being able to edit/delete their history, cookies or temporary internet files. Then you could log on to their computer with an adminstrative account, and see everything.
For real-time monitoring, there are several "remote control" programs that will let you view their desktop from yours. You can then literally watch what they're doing as they do it.
The truth is, most kids are smarter than us when it comes to computers, and covering their tracks. Without some kind of third party software, they'll get around your monitoring. (For example, there are easy work-arounds for all the answers I read to this question previously).

Check the history on the computer. That's what we do. If it's empty, they better have a really good excuse... like not being on it. Plus, we don't allow them to use the computer in an unmonitored area. The kids know we can check the screen any time we like as well as their history.
