Our Plastic Surgeon said that we should only apply any ointments after 4 weeks, but the instructions for Mederma says that it is safe to use after the wound is completely healed. It has been 2.5 weeks since the accident. The stitches have all disolved and their is no open wound. Does this mean that is completely healed? Should I start using the product now, or listen to the Surgeon? The scar is beginning to turn quite red.

if the scar is red, then it is not healed and it may even be infected, do NOT use any product on it until it has been re-assessed by the surgeon.

It's safe to use once the scab falls off and its just pink. I would follow what your surgeon says though, just in case.
