multiply the second function by ' - 3 '
- 3 * (-2x + 3y = -1)
+ 6x - 9y = +3

Step 2
add them
-6x + 10y = 5
+ 6x - 9y = +3

y = 8

Step 3
fill the value of y in to one of the functions ;
-2x + 3y = -1
y = 8
-2x + 3(8) = -1
-2x + 24 = -1
-2x = -1 - 24
-2x = -25
x = ( -25/ -2)
x = 12.5 OR 12 1/2

So the answer is
