The use of a ceiling fan in the winter is to alleviate air stratification. This means that colder air settles to the floor and warmer, by the ceiling. Use the fan on low speed pulling air upwards from the floor to disperse the warm air around the room and not feel a draft from the fan blowing on you..

Another good tip is to keep the blower on your furnace running. This will also alleviate stratification, it will also provide better air filtration. If there is a humidifier on the system, (they only work when the blower is running) all the better for humidification with winter air being much drier than summer. You will only pay a bit more for the motor constantly running but not as much as you would think because frequent motor startup draws a lot of current anyway.
If you do not have a humidifier, get one installed, this is the single best option for winter temperature comfort. Moist air requires more BTUs to heat and holds that heat much longer. It is better for the respiratory system than dry air, reduces static electricity, and is just plain more comfortable. You can set your thermostat a full 5 degrees lower and feel just as warm.

I have always heard it should blow down in the summer and up in the winter. Down in the summer because the air currents make you feel cooler. Up in the winter so there isn't a draft, but the air circulates.

However, I think it is just personal preference. I have heard some people who argue it works better to blow down in the winter to force the hotter air down from the ceiling. Try it both ways and see which you feel helps the most.

Blow air up to ceiling and it will push heat up and over to walls and down. Won't be drafty. Don't know which way your fan blows, but blow it up.
If you have a high vaulted ceiling, you may want to try blowing it down

Most fans have a small switch to reverse directions. Changing the main circuit wires will not reverse the motor.
