To make themselves feel more important and justified in whatever other action it is they wish to take against you.
I was recently involved in legal action and one of the terms of my probation was to not have contact with someone I hadn't spoken with in over 4 years. Wow! Like I really have any interest in ever speaking to her again...

maybe they just want to make you look bad if it's you or just want to get your attention regardless if they put a TPO on you abide by it or you could go to jail
