Yes it does.I think any hair that the public see's is public hair and if it is honestly public then everyone can play with it and in it.Why don't you be the first to play in his hair?

The hair down there is not as soft as what is on your head. Most people shave down there, I don't. If Kyle says you can go ahead! He might want you to a lil bit more than just play with his hair

Yup, your public hair is the stuff on the top of your head that sits ontop of your shoulders. Your private hair is in private places. He's announcing the "public" hair because he doesn't want you looking for his private hair.

He meant to say pubic hair, not public hair. Pubic hair is hair that grows on your genitals when you start maturing and go through puberty. And for the record, pubic hair should be private :)
