An Order of Commitment is an order commanding you to serve jail time. It is the same (for practical purposes) as a warrant for your arrest. If you ignore the order, and/or do not pay the fines, you may very well find that an arrest order will be issued.

If you can't afford the fines, then you need to appear before the Court and ask for more time to pay, and then set a reasonable schedule to pay the fines. In some jurisdictions, you can also sit out the value of your fines, at a certain dollar amount per day. Those values differ from jurisdiction to jurisdiction, as does the availability of this option.
