During the height of the tech boom in the year 2000, Wipro chairman, Azim Premji with an asset close to US $30+ billion was indeed ranked as the SECOND richest in the world right after Bill Gates of the US.
Therefore, the answer is YES. He once held the mantle of the SECOND richest in the world.
The richest person of "Indian origin" right now is Mittal of Mittal-Arcelor Steel.

In April 2004, he was rated among the 100 most influential people in the world by Time magazine. His assets include 84% holding in Wipro Technologies (the remaining belonging to the cofounder of Wipro). In January 2006, he was the 10th richest man in the world.

No way!!! Maybe richest in India, though I'm not sure he is anymore. But definitely not second richest in the world. That title belongs to Warren Buffet I think.
