But if it has not been reported, they are not expected to know about every pothole that appears.

Have someone hold tape measure in hole as you take picture also incorporate paper in same picture.Now your picture should show hole tape and paper. Ireland get hit by lots of gypsies who travel around falling over loose paving slabs and driving their cars over potholes (no reference to you at all i promise) and then try sueing the council so they probably have enforced policies to combat this.
